I know many of us have gone through lots of trouble while getting this done.
I am sharing my own experience which is as below:
I went to Local Police office in requested for the fingerprinting services which they did it without any cost. They used their own fingerprinting form (same as we get online but much better quality).
Application Sent: November 21st 2014
Application received by FBI: November 25th 2014
Credit Card charged: February 25th 2015
EST Shipping of report: March 11th 2015
I called them today and they said my finger print was accepted and the report will be mailed next week.
So, I was able to get a report without spending any extra cost.
