George Brown College - Reopened application

Hi Everyone,

My counselor reopened my application when she was uploading my recent certificate mistakenly. I applied on 19th November and my counselor resubmit my application on 28th January. Which one is will be consider as an application date? I am worried about my offer letter. Maybe it takes long time to come because of my counselor's mistake.

Is it first come first serve or not?

I read something about that it says if you apply before 1 February it depends your qualification but after that date it depends your application date.
