Generic Travel Question, new citizen

Hello All, we took our Oath on Nov 14th and got passports. We are planning to travel India this month end and got E Visa. We are flying via London and have a layover of 11 hours.

1. Can we go outside the airport and visit for few hours ? Can meet my cousin and spend sometime in city.
2. Is that fine to leave airport when we have our checked in luggage in transit?

Did someone do this? I heard the officers get suspicious if we leave airport and have baggage in transit.

Please let me know.

One of my friend did this in Paris during a similar layover however you need to be 100% sure on the layover time plus time to go out through immigration and then come back for immigration.

Thanks for the update, we have enough time and will not be moving deep in the city.
