Is it possible to reply to GCMS notes?

I have some concerns about my GCMS notes, please see details below:

NOTES FROM OFFICER:
ELIGIBILITY ASSESSMENT: REVIEW REQUIRED After reviewing the information before me, I am not satisfied on balance of probabilities that the PA meets the eligibility requirements of the TR to PR Pathway public policy per IPA A25.2. PA only attended/completed studies for one year (2 semesters).

My concern:
•GCMS notes eligibility assessment says that the officer is not satisfied on my educational requirements.

•But according to the TR to PR program eligibility requirements you are eligible to apply as long as you have a degree, diploma, certificate or attestation leading to a job from the list of eligible trade occupations - 7315 Aircraft Mechanic

•My one year program leads to 7315 Aircraft Mechanic and I’m currently employed as an aircraft mechanic when I applied.

I just wanted to know if this should be a concern and if I can make a webform to IRCC to make a clarification about the eligibility?

You can't really respond to GCMS notes. You can submit additional evidence through a webform of course. So I guess you could try that.

I assume the program you completed was a college diploma in aircraft maintenance?

How can a one year program lead to NOC 7315. What program? AME programs in Canada are at least two years for TC licensing.

Yeah, that’s my plan to raise a webform regarding the issue. Thank you!

It was a College Certificate from a DLI. I studied at Canadore College and they have a one year Aircraft Structures Technician program
 
How can a one year program lead to NOC 7315. What program? AME programs in Canada are at least two years for TC licensing.
I already got my AME-S license from Transport Canada Civil Aviation and I’m currently employed under the category of NOC7315. Just to let you know I just studied for 1 year at Canadore College, you can check it on their website. :)

Also, fyi, Fanshawe has a 1 year program too for aircraft structures that will lead you to NOC7315. :)
