If you dont want to pay $5.00 then you apply under privacy act. But either you or your relative/friend should be have a canadian document like PP, Drivers licence, PR card to scan it and attach in the form.

Bro, I didnt attach my friend's PP & they sent me an email saying I need to attach it. Address is there in case if we want to order physical files instead of online.. You can try yourself by not attaching canadian pp or drivers licence..

I've got GCMS twice now and used my own British passport

I've received my notes several times under the privacy act, and have never sent any proof. In fact, the requirements specifically state that you will NOT be required to provide proof if you have a Canadian mailing address.
