GCMS notes recieved after getting AIP ( Indian applicant )

Hello guys,
Today (11/09/2020) at 12.00am Indian time I received my GCMS note. I had applied for my student visa March 11th ( Non SDS offline ). Applied for the GCMS notes on Aug 19th. recieved AIP via mail on aug 31st and updated on GC account on Sep 1st.
In the Eligibilty section its written as,
Eligibility : Passed
Criminality : Passed bio
Medical : Passed
Info sharing : Complete
Counterfoil req : Yes

Also in the VO notes it was written ,
"Prev refusal noted and detailed rebuttal considered. IELTS 8.0 Verified. Satisfied on balance of probability that PA is a BF student" .

So this means Visa is approved right?

Congratulations on your approval. I’m a bit confused reading your VO notes. Does it mean, they previously rejected your application and approved it later when you requested GCMS notes? If so, could you please share the reason of your refusal.
My brother got a refusal and we are so disappointed right not. Grateful for any help. Thank you in advance.

I haven't recieved approval yet..just AIP. And regarding the previous refusal, I submitted 3 applications prior to this application, unfortunately all 3 applications were refused. These are the refusals that the VO is pointing out

Hey, We have similar GCMS notes and the timeline (SOWP too)

Looks like the visa officer has passed onto a senior visa officer and they need more time to review certain things in the application.
