I realized that my job documents don't have detailed duty descriptions. I clearly know that this is a problem. But my consultant keeps on saying that checking the notes for the second time would raise concerns to VO and would delay my processing time. Since I already checked my note in March and the 'general' section says "no duty provided" review required.

I think my consultant are cheating me and is afraid of something.
 
Checking your notes cannot adversely affect your application.

It would have no impact on the processing of your application.

It sounds like one (or more ) of your letters of reference are missing job duties and responsibilities. If that is true, your consultant has failed you, s/he should have never submitted an application without a complete letter of reference. If this is true, there is a high probability that your application will be refused.

Do you know if this is the case? Is it possible to submit a new letter with duties and responsibilities?
 
Thanks for your answer. I would like to submit a reversed job letter with detailed job duties through the online case specific enquiry. I want to try this but I don't know if the CIC would consider either.

Yes, you can submit the letter online, they may or may not consider it (they usually do if you submit it before a decision has been made), isn't it better to try?
