It seems as of current that anyone in the US who have overstayed in the US and does not want to get into trouble with the US authorities or return to their home country would not be able to immigrate to Canada anymore. Based on the biometric centers in the US which are all USCIS application support centers (ASC) where you need to be legal in the US to go there. With the closure of Canada VSC means that USCIS is the only source of biometric in the US unless Canada expands their location.
