Full Refund for SINP OID PR possible?

Hi,
I have got SINP OID nomination in December 2016. And also got Ontario NOI in Feb 2017. I choose SINP OID since the documentation and Fee were less. Also, in Ontario NOI it was mentioned that if we reject any Provinces' nomination you are not eligible for Ontario's PR.
So i have prepared documentation and paid full fee for SINP OID PR(Paper based process) in April 2017 and received AOR in July 2017. Since then the application status shows as "We are processing your application. We will send you a message when there is an update or if we need more information from you."
Its more than 6 months now but no status change.
My score is 400 + and I have good chance of getting Ontario's NOI this time again. If I get I am planning to apply for Ontario.

My Question is can I get a refund of my money in full? Is it ok to cancel the existing one and go for new PNP?

Please help.
