1. changing to part-time status international student makes you ineligible for a postgraduate work permit after school
2. international students are limited to working only 20hours a week.

Your plan is unrealistic.

1. Yes - but then you cannot work at all and you also won't qualify for a PGWP once you complete your studies. .
2. In order to take up work full time, you need a job offer, your employer needs to obtain an approved LMIA and then you need to apply for a closed work permit. The vast majority of employers aren't willing to go through the LMIA process. The chances of finding an employer willing to do it is next to nil.

1.any work experience whilst a student counts for nothing
2. Sure if you qualify for a PGWP having studied full time you might get a full time job if there is one available just whilst on a study permit can only work 20 hours a week.
