I have a few questions here.

By May 4th say Im ready with my IELTS and Assessment(ECA). What is the next procedure?

How do they track the number of applicants, is it on first come first serve basis?
 
If you are ready with all your documents, you can send your application on May 4th. Just check the latest forms on May 4th.
For tracking number of applicants, it can be First come first server or based on number of points onehave as this is point based system. They can fix some other criteria also.
 
To anyone with the means to do so, might even be worth a holiday to Nova Scotia to hand in the application in person.

Otherwise to Canada from anywhere but the US will likely take at least a week and you're at the mercy of the courier to get it delivered.

We didn't do that when we applied, but then the caps were 1000 back then.

I think the computer programmers will be one of the first to reach the 300 cap. In the entire world it's conceivable there's already 300 with their documents in order just waiting to mail to CIC.

Failing an in-person trip I'd certainly look into getting the application mailed to CIC with instructions to the courier to deliver ON 4th May, and send it well in advance. I'd think some couriers may have an option to hold at the local depot for a number of days and then deliver on a specific day.

Hi, I am software engineer from India. I have not given my IELTS yet and will give it around mid may because that is the only earliest date available. So if i get my result around first week of june and apply during that time what are the chances that cap of 300 will not be reached.??

Also, I have 4 years of experience which includes around a year from very small company with employee strength of just around 10 - 12, now i have got the experience letter for the same but no salary slips as i was paid in cheque and amount was very less so i dont have any tax returns or any other proof ??? . Will CIO consider this experience??
