@mushymush I was right about the fate of CEC draws in the end of 2021; I'll be right about this too bro: You're getting your ITA in Q1 of 2022 since you're safe from the upcoming inland streams in 2022 CRS-wise. The only issue is backlog right now. I'd be worried if CEC continued nonstop, but it died as expected.

"Why do people choose to immigrate to Canada?" Because they want to go to the US in the cheapest way possible. This is exactly why "inland only" does not work for Canada because it has mediocre schools, offers mediocre careers, and is just too far so it's not easy to find people willing to spend $100k on that. Believe me, Canada is aware of this, they're aware that they're not EU or hell, not even AUS/NZ. That's exactly why they've needed outland applicants for the past 10 years.

Why haven't they adjusted OINP CRS then? If no FSW is the decision then it would make sense to pick higher scoring candidates. This hasn't happened yet.
Jesus why is this so difficult to understand? They do not care about CRS. 460 is still 100 whole points higher than the average CEC. Increasing the OINP cutoff is a risk which the province doesn't need to take. Ontario isn't controlling FSW. They're likely in the dark about the fate of FSW as well. There is simply no reason for them to risk wasting nominations if IRCC suddenly decides to resume FSW. This is why OINP happens AFTER all program/CEC draws and is based on the previous cutoffs.

Oh and also, remember that 460 is far far higher than what the OINP cutoffs used to be. Remember that PNP used to be for lower scores that couldn't qualify for all program draws. Now it is the only way for an outlander to get a PR to Canada. it's a win-win for provinces, because they get to select higher scoring candidates (compared to the 2019 norm) and they will have a constant supply. By keeping the range relatively low, they're essentially guaranteeing that even if FSW resumes, people won't turn down the nominations, because even after several draws all program draw scores won't reach 467.

But it's the same, if Canada would rely on students for population growth, then it means the power to control immigration shifts from the federal government to another entity, in this case, the Canadian universities, so unless a government gives a mandate that universities must accept a minimum number of students and those students must graduate, GPA be damned, then they won't be able increase the population at the pace that they would like to be if FSW is in place.
sigh... It doesn't matter. There will always be enough people who WANT to move to canada, and by rigging the system, they will always make people reconsider their education choices. Yes, the government can't directly control it. But they have enough international students right now to go a few years and not run out. And the numbers have been rising organically even before they made PRs a guarantee for students. The rate of increase of international students will only go up. They can happily keep FSW in limbo in the meantime and eventually resume it in 2025. I don't know about you, but I don't consider that a win (for me). Canada does NOT care. And they have no reason to.

You're dooming mate... PR was always guaranteed for students. Back in the day a CEC would have shit score straight out of school but spending 1-2 years on a PGWP they'd top it. The study route was always there, and the candidates who are just dying to study in Canada would study in Canada no matter what. Question is, if they cancel the outland programs what would be the % of candidates willing to pay a small fortune to Canadian schools? You have no reason to believe me but I'm telling you it wouldn't be more than 20%.

It's easy for you to say all of that. But you have an ITA. Sorry but I just can't take your reassurances seriously. It's easy to see things 'positively' when things are working out for you. You can argue that I'm being too negative about it, but I've jsut learned my lesson. The naive dumbass in me thought that FSW would come back in July like last year. Then September. The October. It. Is. Not. Coming. Back.

@mushymush I was confused about why they hadn't restarted FSW draws, even after border reopening and vaccinations. But based on legal falcon's recent posts here and on his fb page, it seems they were literally just trying to hit their 2021 number and taking advantage of easy CEC processing.

This is also why they have significantly slowed down CEC ITAs recently - because they wouldn't be able to be processed in 2021, so they don't care.

Is this short term thinking? Yes. But this is also Canada, where it took BC 9 years to shut down money laundering in casinos, and where you can still pump foreign money into housing despite having a top 3 global housing crisis. Canada is not the brightest bulb.

Okay then you try to explain the exponential rise in international students in Canada. This was before the pandemic. The pathway has always been there yes. There are people who will lie to themselves and say their stupid degrees are worth something despite having 10 years exp in the field. And yet they know it's the only route to Canada.

Hello there,
So I have been sitting in the pool since 2 years. My IELTS expired mid September. I took IELTS again few days ago and got my results today. The sad part of the story is that my NOC is 2173/4 which is eligible for OINP tech draws. My score along with my spouse is 468 and we would have been selected by the tech draw that happened on Oct 27 if I did the IELTS earlier :( I hope I don't regret that delay in the future.
My understanding is that OINP draws are choosing outlanders., is that accurate?

And what makes legalfalcon any more or less informed than Holthe? If you want to believe legalfalcon, you should also believe contradictory information from Holthe. In the end we choose what to believe, not based on available data (there isn't any data in this case), but based on our current situations and circumstances.

I'm in the process of applying to universities in Canada, and at the end of the day, if I ever become a PR, it will be through CEC or TR to PR. FSW is dead.

I know how it feels bro. We underestimated the backlog and overestimated IRCC's capability to meet this year's target but they're still struggling. So got our hopes up too early.

Considering the quotas, Canada always had the ability to fill it all up with students. So you see, while I still say it wouldn't be popular among FSW candidates, even if the numbers explode, nothing changes. There must be an incentive for the government first to change things up so much. Is there one? Not really. Same situation: Many students and far less quota.

I'm very sorry to hear that. I also missed my shot at FSW draws three different times (for different reasons) by 1-2 months. I can empathize with your situation.

Yes OINP is accepting outlanders. You have a shot in the next tech draw. I'm not too certain, but I'd imagine it'll be early next year, based on historical draws.

legalfalcon isn't a hack. doesn't mean he's right. But he's proven to be more reliable - and conservative - in his predictions/assessments than anyone I have found in the space.

FSW isn't dead. Worst case it will become NOC/language specific. I'm confident of that. There are occupations that can't be filled with university graduates (especially in things like sales, marketing, etc. - things where you really need experience, and in industries that Canada hasn't historically had). Plus nursing, etc., where the govt benefits from bringing people in who were educated elsewhere.

I don't think I ever said it was done and dusted? Maybe in its current form, yeah. But I have pretty consistently said it would live on in an NOC/language program?

Also if you're going back to school, shouldn't you go to school in Quebec... isn't it super cheap? You already know the language...
