Probably the first time ever in history where a liberal government offers reduced immigration chances than a conservative government.

Current Ontario government is from the conservative party and OINP has become the only way for many FSW's to get ITA this year, they have been exclusively inviting FSW's under their express entry streams all below 468 though.

Maybe conservatives actually care about bringing skilled people to Canada.

"
To secure Canada’s future and restore Canada as the model immigration system for the world, we need to rebuild a robust immigration system that:
• Welcomes the best and brightest from around the world to fill critical gaps and robustly grow our economy.
• Offers refuge to heroic human rights defenders and those fleeing persecution who would enrich our national life.
• Strengthens Canadian families by uniting them with their loved ones.
"

This doesn't talk about "who's already here and paying taxes".

It also says this:

"Canada’s Conservatives will create pathways to permanence for those already living and working in Canada, so long as they are prepared to work hard, contribute to the growth and productivity of Canada, and strengthen our democracy. It does not make sense to attract the best and brightest, provide them training and knowledge, and then force these people - with all their potential - to leave. "

Legalfalcon summarizes the situation here. Unless they change priorities there will be no PPR rain. I hope they review their priorities in September.

He's saying the obvious. Everyone knows they are prioritizing CEC but they are doing it based on the Covid restriction excuse. Once they have the travel restrictions removed, there will be no excuse left and they will have to issue PPRs to outlanders as well.
I keep saying this, if it doesn't happen then it means Canada doesn't want immigrants from abroad and there is something sinister going on behind the scene. Less likely but we'll see.
