I understand but this is very absurd. Once an OPT is approved, US takes a week to print and send the card.Machines can malfunction in any nation. They don't check developing vs developed nation.
Plus you will realize when it comes to government processes it doesn't really matter. US is the same. And I have friends all around Europe and Australia and shit happens there too.

You have 800-1000 new candidates added biweekly above 500 (at least until now) and potentially 800-1000 PNPs. So, you need to remove at least 1,000 candidates net per draw from the pool to go below.
Right now we stand at perhaps 7,825 candidates in the range of 501-600.
If the next draw is 2,250 then we are looking at CRS 527.
