Your application could stay in Canada or sent to any office within the IRCC network. Your local office will be the one to issue your COPR though, after your application is approved.
In that case, I believe your application would be handled by the local VO in charge of your country of residence.
Some applications are a lot more complicated there delays on getting the information to the immigration officer or it just takes ages for them to check up things in your country etc.

Look at this Sean Fraser clown! and totally ignored! Sucks at being Immigration Minister. Immigrants are so sad to have me depart as Immigration Minister
He ignores them always, because they provide points for some solutions like raising supply, which was one of conservatives talking points during election. He ignored the new minister of housing as well, when he informed of those. The focus is on freeman which is awful. She doesn’t provide anything useful, and dodges all the questions presenting irrelevant things, because she knows she failed last term.
How could she have failed? She has a Master's in Slavic Studies. Also, I think Pierre is positioning himself to run against Trudeau/Freeland. Fraser is a nobody to him.
The liberals have been saying to increase supply but they dont do anything of substance. They like to parrot a first time grant of 5-10K. But when prices are increasing 15-30% YoY, that amount is useless. HOUSING IS RIDICULOUS IN CANADA. According to video @Raj asr won't be able to afford downpayment for 15 years
Freeland was pretty bad last term, and got one of the biggest cabinets as a reward, so makes sense to go after her. Don’t know why Fraser tries to but in, immigration is like the lowest of low cabinets in parliament. He basically just got a participation trophy.
The crazy thing is housing prices have gone up in third-world countries as well. The current generation is totally fucked.
