WES Canada - If I claim 23 points for my MS degree, will I still need to send BS transcripts to WES or is only MS transcript ok? I have asked them a question but did not hear back....

Also how can I find if the quota for PM (0113) and MM (0911) is still available?

You need to send your BS as well. All post secondary qualifications must be assessed.
The cap info is on cic website. Will send d link later. But I think these nocs are still very much available.

Still at 0113 and 0911 are still at 40 & 46 respectively as at 12/09/2014. So you still have enough time to gather your documentation and submit.

www.wes.org has specified spaces for all post secondary credentials. If you have a PhD there is a space of the ECA report that specifies entry qualification into the evaluated degree which in this case , is a Masters degree. so the masters degree too must be evaluated. in the Masters report is an entry qualification od B.Sc which must be evaluated as well. All these academic stages have their minimum number of years. In short CIC has specified that all foreign degrees must be accompanied by ECA report. so you cannot do one and leave the other. You don't need any ECA report for degrees or diploma obtained in Canada.
