does this mean only PHD or arrange offer employment can only apply to canada

Basic eligibility

For your application to be eligible for processing, you must:

have a valid offer of arranged employment, OR
be an international student enrolled in a PhD program in Canada (or graduated from a Canadian PhD program within the past 12 months) and meet certain criteria.

Under FSW (federal skilled worker) only people with an arranged offer of employment or under the PHd scheme can apply.
It will be open again for general applicants on May 4, 2013. You can apply in May if you don't qualify now.
Look out for the new occupation list which would be released sometime in April. You can apply only if you occupation is in the NOC list. Otherwise you would still need an arranged employment in Canada.
