Is there any update on if FSW program will start in 2014 ??

No - no news. Most likely won't reopen in 2014.

CIC will announce whether fsw will be reopen or not in 2014 before 30th April , am I right?

Only CIC know the answer to that, and they are not saying...

Do not get hopeful for FSWP 2014. Like Scylla, I suspect that it will not happen, because EOI comes in on January 2015. Why fill the queues with new applications under an old system when you are just about to start a new one?
