Has anyone applied for FSW while studying in USA on F1 visa?( not OPT)

Your status in the US doesn't really have anything to do with your FSW application. It's possible to apply even if you are out of status in the USA.

So yes, people have applied (not me personally). Do you have any specific questions about your application?

Your PhD won't count until it's finished and awarded. So you would evaluate your Master's.
