My Express Entry (FSW) file was transferred from Ottawa to the Ankara visa office about 70 days ago, but I haven’t received any update since then. My background check had already been marked as completed before the transfer.
However, after 17 months from my original submission, I received ADRs for proof of funds and my language certificate from the Ottawa office before the file transfer. I also ordered CBSA notes, which showed that “Eligibility” is marked as “review required”, even though eligibility was shown as completed earlier in the process. Moreover, my primary and secondary office changed to Ankara and Warsaw.
It’s now been almost 20 months since my application was submitted.
I also contacted the Ankara office via webform for which I only received some template response of "Your files is still being processed."

- Does the “review required” on eligibility usually delay decisions significantly, even when background is passed?
