Many of the questions are results of misunderstanding to these two scoring systems in the FSW@EE.
In order to be qualified for EE pool, one has to meet the minimal requirement for at least one out of these three programs: FSW, FTW, CEC
Not exactly sure about FTW and CEC programs, but for FSW@EE program, the first scoring system is for minimum qualification, described here:

One needs to make it over 67 out of 100 in order to be qualified for FSW@EE.
Once qualified for FSW@EE, however many points you have out of that 100 doesn't matter any more. Now you are ranked by CRS scoring system out of 1200 with all the candidates from all programs. Once again, in order to be in the EE pool, FSW track applicants have to make it 67 out of 100 in the old scoring system.
