I'm a declined claimant for Refugees, now I returned back in my home country India.
I am eligible for Quebec skilled worker, can I apply it now. being a declined claimant for refugees it is possible for me.

Yes - you can apply for PR through the Quebec skilled worker program. I don't believe you can include any work experience you gained while you were in Canada waiting for the results of your refugee case.
