FSW APPLYING EE WITHIN CANADA - CELPIP GIVES INELIGIBILITY & IELTS NOT

Those in Canada and qualify to apply for EE under Federal Skilled Category (1) or FSW1 - and meet 67 points threshold - join here

Issue - Although CELPIP is accepted by CIC as an approved language testing tool ; EE profile is ineligible upon creating (Client holding 70+ Points based on 100 grid points and CRS 456) ; however a similar profile with IELTS testing - Client gets eligibility letter -

May be wording on CIC site is confusing :

To my understanding :

CELPIP - FOR CEC APPLICANTS
IELTS - FOR FSW APPLICANTS -

I do not think ielts is for FSW and cec for cel pip. Which celpip you took?
