FSW application - pending WES degree assessment and IELTS score

Hi,

I am planning to apply for PR under skilled worker category before Express Entry steps in next year.
I have appeared for IELTS and awaiting result. Also I have applied for degree assessment to WES but still waiting for the assessment results.

Can I file my PR application with pending IELTS and WES assessment? stating that I will submit these two upon receiving.
