FSW Applicants from Singapore Visa Office

Is here any FSW applicant from or base in Singapore?

Anyone knows if Singapore Police Force is able to mail the COC directly on our behalf, and if we can pay the RPRF fees via online payment & send the receipt to High Commision of Canada in Singapore?
