Can't you go to a local police station and have them do it? Or will they not provide this service?

If not, if you can come to HK the police here will do it for you. I can't remember if you need a HKID though.

That's odd. Maybe you aren't going to get AOR. If they've already moved to the next phase that's not a problem.

You should send all requested documents that you can. In your cover letter, explain that you have ordered the FBI PCC and respectfully ask for an extension of time because it is going to take longer for you to receive it. They are used to this sort of request and it is not a problem.

Have they also asked for you to pay for the RPRF?
It seems that HKVO makes it quite difficult for anyone who try to predict how long the next step will take.

Just wanted to let you know that I got my passport along with my Conformation of Permanent Residence returned yesterday. :)

I am planning to land in Toronto in around 6 weeks.

no RPRF at all, I am Aug 2014 applicant ???

The local police station here doesn't do it. I just got an info that they do fingerprinting in Beijing.

Yes there is. They know when you enter and leave Canada. As long as they see that you have spent 2 years there out of 5 you are ok. But it is always good to save extra supporting documentation such as boarding passes, utility bills, pay stubs, tax returns, etc.

You say you will live in Canada for 2 years and then return at the end of the first 5 years to renew PR. Be very careful. They count the 2 years (730 days) TO THE DAY. Any day you enter Canada is included, but any day you leave Canada is NOT included (unless you return on the same day). And also, the 5-year periods are not discrete, they are rolling. A new 5-year period starts every day. So for example:

1 January 2015: You land and become a PR.
1 January 2017: You leave Canada and return to HK. In these two years you did not leave Canada for even one day.
31 December 2019: You return to Canada to renew PR.
1 January 2020: You leave Canada again to return to HK.

In the above scenario, on 31 December 2019 you have met your residency requirement and are eligible to renew PR. But starting 3 January 2020, you will be OUT OF STATUS, even though you just renewed your PR card, because during the 5 year period from 3 January 2015 to 2 January 2020 you did not spend 730 days in Canada, and therefore you are subject to losing PR status! Or suppose that during those first 2 years you flew to the USA for a weekend holiday, or flew back to HK to visit your family for a week. Then on 31 December 2019 you will not have met your residency requirement and will not be able to renew your PR card. Again, they count it to the exact day!

The only way to make sure you are not at any risk of losing PR status is to ensure that there is NO 5-year period starting on ANY day where you were not in Canada for at least 730 days. Spending a 2-year chunk of time in Canada and then leaving for 3 years is NOT a good idea. You are likely to lose your PR.

For even more details you may wish to consult a Canadian immigration lawyer. Be careful!
Yes, that's right. Thanks for reminding me of that tricky part. I think the safest way is to spend the 2-year chunk of time in Canada at the later part of the 5 year. On second thoughts, I think I'll land in Vancouver and stay there for a few days and then come back to HK. After two and a half years, I'll really move to Vancouver or Toronto and live there for a very long time. To play safe, I'll only allow myself to be out of Canada for only two and a half years and then I'll be in Canada continuously for a very long time. In this way, I think I'll meet the residency obligations. Do you think so?

Congratulations!!! Wish you all the best in your landing!!! I am still eagerly waiting for my RPRF and PPR......It has been a month since I have done my PCC, don't know why they sent MR and PCC request separately to me.....this makes the processing time and waiting even longer...

Did HKVO send you both MR and PCC request together or separately?

I submitted my PCC with my application and was not requested to submit a new PCC at a later stage.

Can you share your timeline? Also, how long ago have you sent them your PCCs?
Is it PCC for only one country? Are you a HK citizen? Usually these are 2 good reasons for delay. They're also processing Beijing applications now, so some more time might be needed.
