In INDIA visa office is only in newdelhi, rest 2 are the NRI branch ie chandigarh and bangalore.

Where did you get this info. Am surprised since i applied through a consultant and they did not tell me anything. In fact i started collecting documents in july end.

we came to know about 2174 cap in Sep/Oct- don't remember the exact date.

Ask your consultant now for status of your application (pretend as if you don't know about cap fill)

If he doesn't tell you the fact that 2174 cap is reached, then he is cheating you by hiding the fact or he is not aware of cap filled(then he is not fit for his job)

By July end when you are submitting documents, nobody knows when the cap would be filled.

Yes , even my consultant told me in Oct that the Cap if reached but he did not tell that the cap reached in July itself. I was under impression that the cap filled out in Oct and so I still stand a chance. Can you provide me any link where CIC mentioned that the Cap reached in July itself ? It would be very helpful.

Cic has been just telling us only whether a noc has capped but not the exact date

The link in which cic tells about cap update is not working anymore from jan 1st, as the process has moved to express entry

How we forumites got to know is using a global spreadsheet which is filled by forumites
