No it won't. you need to prove that you can be economically successful in Canada. The point system plus POF concept is designed for that.

prepare fresh dd of 53400 and write a covering letter that ignore first dd as i have i am sending fresh one. , don't send balance dd .

or pay online and send paid receipt with your details , they will not encash dd as you have already paid online ..

I should prepare US FBI PCC now..(I have been in US for 6 months in the past)

However, I just found that FBI PCC will take 14-16weeks. (http://www.fbi.gov/about-us/cjis/identity-history-summary-checks)

Do they(manila visa office) wait for such a long? Am i going to get in trouble for this?

What should I do in this case?

They are aware of delays at the FBI. Send them some proof of applying for FBI PCC asking for extension.

you can land anywhere in Canada except Quebec.
