I think you should apply under Express Entry as your NOC code was Capped before the date you applied I believe

Sending CSE is the only option to communicate with you VO on changes related to your application.
On cases where you raise a query on the status of the application, they may either just not reply or come back with a standard response that the application is still under process and you will be intimated in future with required details.
To know what really cooking on you application, raise a GCMS notes request. Search this forum using the bar on top right for how to do that.
