To be eligible for Canadian citizenship, you must have lived in Canada for at least three years (1,095 days) out of the four years (1,460 days) preceding your application. Please note that you cannot meet the residence requirements for citizenship without a minimum of two (2) years as a permanent resident.

My Bad: so its really 4 years now and not total 5 | but that three years (1,095 days) = remains as it is.

Dear Patel bro, I read online that the ministerial directives have been revised. Starting from July 2015 to apply for citizenship one needs to have spent 4 years out of last 6 years in Canada. I couldnt find the link on the CIC website right now but I have seen it.

i was planning to do today as was last day of this week , but than i check with local and some good consultant as i work in forex department many immigration consultant come with there client .. so have good repo with them

i will raise by this month end. as he told you need to wait atleast 4 months , i also ask than why they have issue visa within 3 months to some candidates , he told it depends on visa officer if he is clear with all process than release the case for visa , but if back log is huge than he or she will clear accordingly , also they work as per there time schedule .

Should I try my luck (by calling CIO and request to provide my UCI)

depends from person and person. In some cases psk had been very fast like in my case. I got pcc in 2 hrs flat. In certain cases, psk refused to cooperate and pcc from police station was faster.

You need to take a call depending on response recd from the 2 sources.

your UCI is already generated, however you will not be able to see your ecas active till your payment is encashed.
