AS EXPRESS ENTRY already started do i need to send my online application through MY CIC ACCOUNT to get into the pool of potential immigrants

It's a completely different stream. You can apply for both if you wish, but you are not required to do so.

Only if you want to participate both in EE and FSW2014. Otherwise your file will be processed under FSW2014.

I wouldn't mind it for sure There is some clogging with the third line update at Ottawa though as none of the applicants who completed medicals in January have reported the receipt of the results as per CAS. AFAIU, they don't deal with files on individual basis, rather they receive a list from the medical unit once in a two weeks (?) and take their time to update GCMS. Same goes with security checks and any other activity that is alligned with third parties. But, anyways, fingers crossed for our success asap.
