Leving the country and going back to comply with immigration formalities is called 'flag polling' and CIC are no idiots, so you will have to adhere to their request. Once they request the certificate, use that email to apply for CPR PCC from the Chinese Police HQ or the ministry. CIC website would have more information on CPR PCC application process.
