Finally after 7.5 weeks I got reply from CIO that my application was returned on 3rd Oct '14 as It was deemed incomplete. They have mentioned that applications are returned via regular mail and there is no tracking number. But even after 2 months+ I have not received my my application! From Canada to Singapore via regular mail how long it should take? What to do?

My sister is a Canadian but she is not living in Canada, so I can't claim points for her.

Anyways, do I still need provide her Canadian Passport with the application with an explanation why I can't claim points?

Don't Worry guys you are still in the race. CIC has not updated the cap count since some time now, even thorugh the count for your NOC 0111 is still 306.
So wait and just wait.......for the Golden email..

No, you are not required to provide CIO with her documents if you are not claiming adaptability points. But you need to mention her in imm 5406
