If it was delivered at the right address, I don think there's any reason to worry. He could be a new employee.

What was the signatory's name BTW?

My CC is charged last week and I was waiting for the PER. But now I have seen that the NoC in which I have applied (1112) is capped yesterday.

Want to anxiously whether I am part of this cap or ?

If someone is Non- Chartered accountant and applied for NOC 1111 and already got PER. Can NDVO create problems for MR , RPRF and PPR?? Can they reject on the basis on Education for NOC 1111?? I am Non CA but already have PER

Education and work experience are 2 different things. CIC or VO does not mix them together. If you have valid work experience in NOC 1112 for more than 1 year, you are good to go. There will be no issues created by NDVO unless one has provided fraudulent information. Rest assured.

Its not mandatory that your education must be same field as profession as long as the duties that you perform at the current job match well with the ones mentioned against your NOC on cic website and the same is well supported by requisite documents.

Is there anyone who has submitted PCC along with initial Application and got MR?

Or is it that everyone who got MR has received PCC and/or Additional Documents request?

Yes there are some forum members who have give PCC with intial application and have got only MR and RPRF request from NDVO, which means there PCC were considered..

Refugee programme for Canada is different. It is not for Tibetan refugees in India..
