I would suggest going outside Washington state and getting done with IELTS within next week or two. Might take a few days for score to arrive at home. Neither can you submit score later nor can it be waived. Even an English fellow from England can't get it waived. And why do FSW preparation half-heartedly? Get done with everything by June end or latest by mid July will be my suggestion. Rest is up to you. Good luck!
PS- I know of folks who go to another country during desperate times to give TOEFL or GMAT or GRE exams. :)

You're very welcome! Even my IELTS score from 3 years ago would not hold good now so I had to re-take IELTS. Hence, there is no escape whatsoever. Welcome to Canada my friend! :)

Actually I don't know the answer to that case since I have a birth certificate and didn't need mark sheet for that purpose. But experienced guys here can tell you a way out, I have read them mention this before on the forum. I just don't recall the right answer!
 
Question to everyone (and Oscar in particular, because just have been sharing details with him)

I have 52 points without IELTS. That is I need just 15 more points from IELTS to qualify. That means CLB Level 7, that amounts to IELTS band of 6 (right ?).

The earliest date available for IELTS test is 21st June, and I think I can get that much score in this time frame.

If I were to shoot for higher band, i.e. IELTS >7.5 or something, i.e. CLB Level 8/9, leading to points about 20-24. In addition my spouse can also give IELTS and can fetch additional 5 points. All this if we take time for the test and select 19th July as the test date.

Now, the question. Does getting a score higher than 67 makes a difference. I have heard people say, not really. But still, could it ?

Finally, shall I go ahead and submit the application in say ~1st week of July with a score of 67, OR
Shall I submit the application in say ~ 1st week of August with a score of say, 79.

Please also share any official note on this issue of scores, if available.

I am not sure which visa you are in US, but going by the comments so far you don't seem to truly understand the gravity of the situation. If you are in an F1 Visa , hope you understand the present H1B scenario in US. It is a god damn lottery and this year everybody had a 33% of getting selected. I see this number going down next year with the H1B cap not getting increased. It does not matter whether you in a profession where you can easily find a job, but its all about luck. FSW is a program which gets you a PR not a employer specific work Visa. You should take it more seriously bro .

In addition, You should submit an affidavit (Notarized) stating why birth certificate is not available.
and you are submitting 10th std marks sheet or Certificate as a proof of birth.

My situation: I have been residing outside my country of origin for last 5 years.

Do I need to fill in all the yearly trips that I took, back to my country of origin for 3-4 weeks ? OR fill it the other way as a 'WORK VISIT' for 10-11 months, per year ?

OR just keep it simple, and mention my stay in the country of residence for last 5 years ?

Appreciate a response.

You should alone be able to get 24 points from IELTS and therefore no need to drag spouse in this. All you need is 67 points and any additional points beyond 67 just act as cushion. I think you are a mechanical engineering PHD so LOL it is just factor of safety as per design principles. Just get the IELTS preparation material and get going.
First official language (Maximum 24 points)
Now if you were to score in the below range in the four sections,
Speaking 7.0 – 9.0 Listening 8.0 – 9.0 Reading 7.0 – 9.0 Writing 7.0 – 9.0
you will get 6 points per section to make it 24 points in total.

remove blank spaces between the w's above

Remember 67 is all you need, and keep 3-4 extra points just in case it gets short in other areas, that's about it. A stellar score should not be your goal.

My application was rejected few days back by CIC as my 10th class certificate didnt had my parents name on it. I know that is stupid but my marksheet didnt had my parents name and hence my application was rejected.
In the rejection letter it was clearly mentioned that my marksheet dsnt hv parents name and hence rejected.

you should be good..... but it wont really hurt you to put a affadavit too(just to be 101% sure)
