I am not sure if they change VO after PER, but what I was trying to say was when VO sends you PPR then make a request if they change VO to CPC-Ottawa just for stamping so that you dont have to travel to India just for Visa.

CIC do have their own record. So they are not going to keep charging even if they have meet actual CAP limit. They confirm it if CAP is filled or not . If not then they gonna charge PA. Does that make sense to you.

It has happened with me last year for NOC 1112. A guy in 2013 SS has the same application receive date as mine and he is through while I got my package back saying cap full....OOUUUCCCCHHHHH LOL :P

I believe you have missed checking the Visas tab of the 2013 spreadsheet which has the required information. Typical timeline was 8-10 months with some of the late applicants getting visas issued in 6 months too.

Dear PCC is must otherwise it can affect your application, but looking at your situation what i can suggest is take a letter from embassy stating that they cannot issue PCC like this.try to get a letter if possible.
Ps: this is my personal opnion.

You probably would have missed the VISAS tab on 2013 spread sheet. As per the spreadsheet, Delhi VO has issued 178 visas already (for applicants who are in spreadsheet)...and 55 applicants are inactive on forum, of which I guess most of them would have got a VISA. There may be greater number who are not on spread sheet from Delhi VO.

On an Average, applicants applied in May 2013 from NDVO got VISA issued in Feb 2014.
So, Average time for NDVO to complete full application from receiving date to issue VISA is 10 months, as per last year applications.
