If you had applied last year & your documents were kept by CIC, then submit e-mail communication or letter form cic saying that your application was rejected along with request for new IELTS TRF & required fees.
They do take such requests & issue new TRFs

Like I say.....Opinion differs on 2nd language options and its unfortunate that CIC was ambiguous.
But the little information that CIC gave on their link (http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp) is comprehensible enough for me to understand that it doesnt refer to TEF test in French if your first language is in English.
My intepretation of the rule of second language still remain the same.....but I stand to be corrected.
From the link I gave you...the rule of the second language is clear......

Second official language (4 points if you meet the minimum threshold in all four language abilities)

CLB Level Ability: Speaking Ability: Listening Ability: Reading Ability: Writing Points (total)
5 and above 5.0 – 9.0 5.0 – 9.0 4.0 – 9.0 5.0 – 9.0 4

The rule means applicant are eligible for additional 4 points if you meet the minimum listed scores.
Because of the ambiguos nature of this hotly contested 2nd language 4 point,I always advice applicants not to rely on this to meet 67points.....BUT I'M SURE MY EXPLANATION IS RIGHT/CORRECT until I see a verifiable source of different opinion.

To me, English (IELTS) is your first official language: highest you can get is 24.

And French is your 2nd official language. Highest point you can get is 4.

So, in total, you can get 28 points.

For French as second language you need a NCLC level 5 and above in TEF. DELF is not recognised by CIC for FSW, but it is valid for Quebec immigration.
 
Shouldn't the PCC be taken from both addresses i.e. permanent and current. For permanent address we can go to PSK and for current address we can go to commissioner office. Any suggestions?

I would suggest going directly to the police commissioners office in your district instead of PSK as if your current & permanent addresses are different, PSK does police verification at both addresses & that takes too long. But if you directly go to commissioner office of your current address city, then you can expediate the process & get it within a week as then verification will be only done at your current address.

Need HUGE HELP! I am using Adobe Acrobat 9.0 and some of the forms specifically the following -

Generic Application
Schedule 3 Economic Classes
Schedule A Background Declaration
Supplementary Information

are giving me a watermark "[none]" print across the pages. Forwarded my files to a colleague and same output. Did you experience similar print out issue? Please advise what to do.

I tried removing but I have no permission to edit the PDF files.

Nup, not a problem. mail the details of new passport when your local VO start processing, don't send to CIO.

Download acrobat 11, it is free. Also download fresh forms. It will solve you problem.

You will agree with me that most applicants literally believe second language is supposed to be a different language from your first language.
80% or more applicants literally believes French is your 2nd language but in the context of CIC especially with reference to this link(http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp),I believe you they are referring to the same language and that if you score the minimum as stated for the 2nd official language,you will get 4 points.......my personal interpretation and opinion.
When you look at the 2nd official language part for IELTS in English,they never refer to TEF scores as 2nd official language,they only referred to IELTS band marks as qualification for 2nd language......same thing apply to TEF in french too.
Like I love to say,CIC are confusionist themselves since they were silent on the true interpretation of official language.
Ages long......my candid advice to applicants is to never depend on this additional 4 points from 2nd official language to make 67 points because nobody is sure of the interpretation.

Hey Kollins,
No offence, but CIC website states clearly that they have only two official languages English and French.
If English is your primary language then French will be secondary. Then you need to take IELTS/ CELPIP and score CLB 9 or higher and TEF and score NCLC 5 and more to claim maximum 28 point.
