I applied for 4011 and my package was received on 13/11 but still no sign of CC charge what so ever. I think that the category 4011 should not be capped! Is there still room to wait? Do I still have chances?

Hope you have written an email to CIC some time back inquiring about your app status so that you can hear from them soon. Normally they take 30 working days (around 50-55 calendar days) to respond. So in case you have still not written, better write now itself so that you hear from them when it really matters.
Their call centre does not provide any help whatsoever regarding app status.

there are always cases which get picked up late due to various reasons. Not to worry for another few days at least !!

Try to go in the morning hours

Yes certain PSKs have walkins allowed for PCC. But please check with the concerned PSK as not all PSKs allow walkins.

Hi everyone

As far as I understand there are 2 'stages' on which we receive permission/rejection of our applications - once when we get the UCI and after that when the local Visa Office say the final 'yes' and we go for the medical checks.
Do you know if it happens an application to be approved on the 1st phase and rejected on the 2nd and why would this happen?

Every stage has a different scrutiny parameter. Application may be rejected at any stage. However chances are much lesser after PER issuance.

In simple layman's terms,
First step is completeness check where apps are checked to see that all docs are in place.
App is charged on successful application.
First line in ECAS is updated.
Next is eligibility check where apps are checked on the basis of the 6 eligibility criteria and points calculated.
PER is issued after this if app meets CIC standards.
Next the App is transferred to the respective VO either by hard copy or electronically or both.
VO then does app scrutiny one more time, background check and security checks.
2nd line in ECAS is updated.
If applicable, applicant may be called for interview.
Then MR is issued subject to satisfactory completion of background checks.
Applicant undergoes medical tests with panel physicists.
Once positive MR results are recd by VO, 3rd line in ECAS is updated.
Security checks if any are done.
Passport request is sent to applicants.
4th Line in ECAS is updated
Applicant sends passports to VO / embassy for stamping
Passport is signed, stamped with COPR and sent back to applicant
Applicant has to complete landing formalities within 12 months of MR..

GLad to inform you all that i got my PER today...But Visa Office detail is not mentioned.. is it something that i need to worry about or send an enquiry to CIC...???

Nice summary...just one doubt...does NDVO again asks for PCC (may be during MR etc as someone mentioned in forum) even if original PCC has been submitted at the time of application. If yes, is it a must that they will or depending on some scenarios...cause in my case it took very long to obtain PCC when submitting my application. It will be hard to obtain it again at short notice.
