It has been reported by various forum members that it is a very uphill task of getting any information update by calling CIC. Their agents are not very supportive barring one or two. I don't have the contact no but it has been shared by many members. Just try to sift through previous posts. But I 'll suggest you remain in regular touch with your bank. And I believe, hopefully you should get your PER soon.

I tried calling CIO once and they didn't reveal anything about my case...

I would suggest get the application packet ready by 25th and dispatch on 25th itself and i recommend to use UPS for courier delivery. They have very good delivery service to canada and take 3-4 days from the date of receipt.

Many services allow for delivery in 24 hours if you pay the highest tier - I would definitely recommend that. It is the holidays here in Canada, and while CIC will be 'officially' working, I know from experience that many government workers take their vacation during this time period and they will be on reduced workload. You will want to get it there as early as possible to make sure someone has time to at least look at it after it is received. Given the time constraints and the fact that if you're late you will have to likely apply under the new Express Entry system, I don't think you want to take any chances of it arriving on time.
