I dont think this is right, they give a refund for NER. Here is the statement from CIC pdf: http://www.cic.gc.ca/english/resources/manuals/op/op06c-eng.pdf

If the application is determined to be eligible for processing, the applicant will be informed. Once
the CIO has made a positive eligibility determination, processing has begun and processing fees
are no
longer refundable.
If the application is determined to be ineligible for processing, the applicant will be informed and
will receive a refund of processing fees. The application will not be returned to the applicant.

Yes, this is exactly what I was looking for. I read this but can't remember where.

Thanks and +1 due to you. Many thanks.

It's another example of poor wording that CIC site is famous for. The actual NER states that the application is closed and the fees are not refundable. Ask the NER guys for confirmation if you care. Regards.

there isn't a standard timeline for local VO's its everyone helping you based on their experience & analysis.
officially NDVO takes 22 months to process a PR application, but 10-15 days should be good for this year. ;D ;D ;D

My second line update says that "We started processing your application on November 25, 2014."

When do you think I can expect the MR by?

Then when some NER person replies on this, it would be apt and clear. Because if CIC have themselves mentioned like this, then its obvious to go by their wordings. Even I am assuming this from their own pdf :)
