I think we need to translate this 13 months and understand it very well. When does the 13 months start counting? Some applicants already have passed 13months even from the PER date. So what does the 13months time frame mean?

As for me, I Interprete 13 months started from 1st level update which is we started processing your application on... . Let's keep the hope going, it will surely end in praise.

Nah. It's 13 months from the date application package is received at CIC which is ordinarily a couple of days after you send your package, via courier. That said, the 13 months is the average time (though I see it as a minimum) it has taken to process similar applications over the period stipulated. In essence, visa offices are obliged to respond to your case specific enquiry regarding the status of your application.

Remember, there are many potential causes of delays, for example: number of applications received by the visa office/work load, resources available at the visa office, security and background checks (outsourced), etc.

But then, it's still a very positive development. May we all move forward in the right way this month.
