You have to send it to them via courier. I also got an email from them today after sending a scanned copies by email; "Please be advised to submit the originals of the police clearance certificates as we do not accept copies".

Today makes it exactly 1 year that my application got to CIC after my initial application was returned without any cogent reason in August 2014.
