Police clearance certificate is not mandatory
if you have everything ready do not waste time to get the same and submit your application at the earliest
if you are preparing docs than try to get PCC but again do not waste time to submit your appliation due to PCC

you need to submit degree certi., marksheet dully attasted by uni. registar and transcript in sealed envalop by univ. registar
that envalop you can send for eCA (WES)

do the authority sent the report?
you can track the locaiton of post than. . . sometime it stucks with local post office in that case with tracking you can save time by calling there or going there in person

only bank statement is not enough, you can submit balance certificate form bank, this is normal for bank just ask them for balance certificate they will issue

I believe stocks/equity will also be considered as settlement fund since stocks can be liquidated anytime one wants....

True, the amount is variable.. But the variation is more or less equivalent to the conversion rate of Local Currency into Canadian Dollars... The approximate converted wealth in Canadian Dollars also varies... So the day the application is filed the Canadian Dollar equivalent of that day is put in the application, which again is variable... So similar is the case with stocks... The day the statement is taken from the stock broker, is the amount one should add in the settlement fund...

True but stock value may become nil or any based on market

True, but this is a hypothetical situation... The stocks will not suddenly jump to zero (The history of stocks is an indicator) ... The same goes for currency as well... It is also linked to forex market... If we put currency in the same boat as stocks the local currency might not have much value in the international market which in turn in related to the economy of the country... The case in point is Zimbabwe... The detoriation in Zimbabian Dollar is quite an example...
