From which bank can i get loan gor PG cert. without making FD

I have an offer for PG Cert. in Project Mgmt. from Centennial for Jan.2013 intake.
But to this date i am unable to get loan from various banks for this course.
Please suggest me banks from where i can get loan.I have only 3 lacs saving so cant make FD. Pls help.
Also i was thinking if i should change the name of course, say from PG cert to PG diploma myself on the offer letter as Central bank and UCO bank told me that they could have gave loan to me if it had been PG Diploma on offer letter.

try OBC bank....may they can help,..take loan against property and thn drop it after u reach at ur destination,.,..

There is no point in dropping loan after reaching there, bcoz i need loan to complete my studies.
Also i want loan of 7.5 lacs only for tuition fees, as 5 lacs(towards living expenses) planning to take as GIC from Nova Scotia bank here in mumbai.
