From Uganda to Canada

I'm wanting to bring my good friend from Uganda to visit me in Canada. We're currently working on his TRV application. That being said, I would like him to visit in August, and I'm assuming he'll be submitting in another week or two.

Is this enough time to get a visa returned?

AND, more importantly, do I need to book flights for him before he gets a visa? Or do I book flights as this process is ongoing?

yes you have sufficient time as visa processing time for uganda is 14 days.
you can book hi s flight itinerary without paying for flight. there are a lot of options available where they don't charge the ticket until a few day s before departure. it is not advised and to buy ticket before getting visa,even embassy states not to buy ticket unless you have gotten you visa. but you can buy itinerary to demonstrate his travel plan and that's pretty enough
