I am of the same oppinion - just another agency will deal with passports. It has nothing to do with application process, testing and the oath, as they do not issue passports.

I agree with you Pkakula.

This is indeed bad news for us, now they will also change the timeline for getting new passport :'(
Right now it only takes one week to get new passport, let's see what happens to that time now.

I don't understand without working how can someone gets promotion ?? :mad:

CIC will NOT issue passports but will have primary responsibility for Passport Canada. Since they work hand in hand anyway(i.e. CIC determines citizenship and Passport Canada issues passports), this should make things more efficient.

Some people have probably lost their jobs in the move.

Or the opposite, they start to scrutinize people who got their citizenship through naturalization (not born citizen)...

just a question - as far as I know they take the PR card and exchange it for the citizenship certificate. does it mean that we cannot travel until we receive the passport or we can still use our foreign passports and show the citizenship certificate at the border to enter Canada?

You cannot travel w/o Canadian Passport. If they find you entering Canada with a foreign passport while being Canadian citizen, you are in trouble...
There's a way to get a passport expedited, in less than a week.

Well, technically you can enter with a valid visa or if you are from a country with visa waiver programs with you foreign passport. But believe me they'll most likely find out that you are Canadian citizen and you will become the target for some scrutiny. I would not give it a chance. And technically CBSA can deny your entry.

Canadian Citizens have unrestricted right of entry into Canada under Charter rights - you just have to provide proof of status. Problem is getting to the border - if you are on a commercial carrier they need to see a Canadian Passport or Enhanced DL for adults and a birth cert for minors. If you use non commerical e.g. walk to the border then explain your situation and hang out with Secondary inspection while they carry out their checks. You may be at the border for a long time though so unless there is no other option this is not adviseable. If you are in a rush to travel get your Canadian passport at a visa post abroad. The US give USCs a hard time including fines for not using a US pp to enter and exit the US - Canada still more relaxed on this.

It should be possible to enter Canada with a foreign passport and a citizenship certificate and explain the reason why you cannot get passport yet, but have to travel.
