If the dependent's job is on the priority list of 38, and the principal applicant's is not, can you still change the dependent as the principal applicant even if the PR visa application is under process? If yes, what is the procedure and is it going to expedite the application?

I think Barsindoo is right. Each case file is looked upon independently, based on the PA's docs. Thus, internal modifications might not be acceptable. I might be unaware, but that's what I opine.

Your best bet is to move an independent application. Let that go side by side to your parents. The one makes faster, all enjoy the gains & close the other one.
