French International Graduate Stream

Hello everyone ,
I just saw in the French International Graduate stream this phrase

Must be employed in Canada with a valid permit OR have authorization to work at the time the application is received;

Does this mean the we can only have our PGWP with no job offer ? HAVE AUTHORIZATION BUT NOT YET EMPLOYED ?
