The more I read the more anxious I become.
My LMO # has been disqualified. I was just about to apply
for my PR. Do I Have to put that LMO # on my application?
I think so.
Now I have read (sorry I cannot bear to go back and
find the link, having a tough day) that one can work no longer
than four years on work permits.
Does anyone have interpretation on this?
Desperately trying to find a status for PR, not looking good.
Even Provincial Nominee looks unavailable.
Very discouraged. Thanks in advance for any ideas.

My understanding is that the 4-year limit only applies to work after April 1st, 2011. Here is the operation bulletin with many examples.

Correct, as my link ( post above ) states:

This regulation is not retroactive – The clock starts ticking on April 1, 2011, for all TFWs, regardless of how long they have already been in Canada.
 
Also, you can exceed the limit if you're working NOC 0 or A, or have received a "positive selection decision" (like an AOR) on your PR application.

Apart from that, I'm not sure what kind of interpretation you want. You may have enough time before April 1, 2015, to get more work experience in a different occupation, and then reapply for CEC.

The earliest date that a foreign worker could reach the four-year cumulative duration limit is April 1, 2015.


Some workers will be exempt from the cumulative duration regulation.

TFWs in managerial (NOC 0) or professional occupations (NOC A).
TFWs who have applied for permanent residence and received:
a Certificat de sélection du Québec (CSQ) if applying as a Quebec Skilled Worker;
a Provincial Nominee Program (PNP) certificate if applying as a provincial nominee;
an approval in principle letter if applying under the Live-in Caregiver Class;
a positive selection decision if applying under the Federal Skilled Worker Class; or
a positive selection decision if applying under the Canadian Experience Class.
