My friend from Japan went back to his country a few days ago. He came in a TRV but overstayed for a year. He lost his passport and got a new one 2 years ago in Canada. At the time he was about to aboard his flight an officer checked his passport and asked him a few questions... Why he doesn't have a stamp? For how long was he in Canada? Was he working, Was he illegal??? He answered that he was not illegal and he had done all his extensions but all the papers were on his luggage, he said he doesn't have any stamps 'cause he lost his passport and got a new one... The officer wrote down his name, flight number and maybe his passport number and said -Next time you need your parliament visa. My friend wants to enroll in a course here in Canada, he wants to apply for a student visa and come back. I read about ordering FOSS notes to know if he was flagged at the airport but I have no clue on how to request them If he has no application in process.
Any help?

Unfortunately I can't answer the FOSS note question. However I think your friend will have difficulty qualifying for a study permit. To be approved for a study permit, you must demonstrate that you have strong ties to your home country and no plans to remain in Canada long term. Given his past travel history in Canada, the overstay and the fact that he hasn't live in Japan for at least a year - I think it may be difficult to convince CIC that he is a genuine student.

I just did a google for "order FOSS" and found a number of links including this one. http://immipedia.ca/Ordering_FOSS_and_CAIPS_notes

Thanks for your help, I also believe he will have a hard time to get a student visa. I download the forms to order FOSS notes let's see what happens.
